The ESCIA Pilot Study was conducted in 2014-2016 in cooperation between Cupore and the Finnish Copyright Society. The topic of the pilot study was the use of copyrighted material for the purpose of non-commercial scientific research. The main goal was to study the impacts of different policy options, and thereby to test in Finland the application of the WIPO Draft Guidelines on Assessing the Economic, Social and Cultural impact of Copyright on the Creative Economy (or ESCIA Guidelines). The guidelines were published in 2013 by the World Intellectual Property Organization (WIPO).

The present publication presents the outcomes of the pilot study. It summarizes the key findings as well as observations and recommendations concerning the ESCIA methodology.

The use of copyright-protected material for the purposes of scientific research was studied from the perspectives of right holders as well as researchers and research institutions. The study was based on a set of alternative policy options that were discussed by two focus groups. From the researchers’ point of view, a new limitation to copyright that allows the use of copyright-protected material for the purposes of non-commercial scientific research was considered as the best option for solving current problems. On the other hand, representatives of right holders emphasized that developing the current systems and licenses as well as increasing dialogue between different parties would be the best solution.

In 2017 the Finnish Copyright Society conducted, on the basis of a suggestion by WIPO, an additional step in the project, whose outcomes are included in the present publication.

This study on the direct copyright revenue streams in creative industries in Finland analyses both the overall volume and the revenues streams of each sector of creative industries. In addition to this, the report presents the key facts of each sector.

The study was commissioned by the Finnish Copyright Society, and supported by a government grant by the Ministry of Education and Culture. The study is a contribution to a general assessment of the operation of the copyright and related rights system in Finland.

The purpose of the study was to measure the economic contribution of copyright-based industries to the Finnish economy in 2009, 2010, 2011 and 2012, to provide insight into the World Intellectual Property Organization (WIPO) methodology employed inthis measurement, and to compare the Finnish findings to the results of similar studies completed in other countries. 

The study was commissioned by the Finnish Ministry of Education and Culture and the Finnish Copyright Society, and was carried out by Brahea Centre, at University of Turku. Mr. Mikko Grönlund, Research Manager, Mr. Veijo Pönni and Mr. Timo E. Toivonen, Researchers, and Mr Petteri Sinervo, Head of Development, were responsible for the practical implementation of the study.

This study is a contribution to a larger national project to establish a methodology to assess the operation of national copyright and related rights systems. It is a follow-up of a first study which was published in 2010 and was based on the 2008 figures.

The study was commissioned in co-operation by the Finnish Ministry of Education and Culture and the Finnish Copyright Society, and was carried out by Business and Innovation Development BID, at Turku School of Economics. Mr. Mikko Grönlund, Head of Research, Mr. Veijo Pönni and Mr. Timo E. Toivonen, Researchers, and Mr Petteri Sinervo, Head of Development, were responsible for the practical implementation of the study under the supervision of Professor Antti Paasio, Director of the School.

This study was carried out at Turku School of Economics (currently part of the University of Turku) by Senior
Researcher Lotta Häkkinen. It was first commissioned as a discussion paper by the Finnish Ministry of Education and Culture and later updated to be published in the Finnish Copyright Society series of publications.

Cupore commissioned a pilot study on the capital value of copyright assets in Finland in cooperation with the Finnish Copyright Society from Business and Innovation Development (BID), a special unit operating within the University of Turku. The assignment was to identify and describe briefly the possible methods for evaluating the capital value of copyright assets, and to apply the most feasible of them to make an estimation of the national value of copyright assets in Finland.

The study concentrates on the repertoire which is in active use and provides an estimation of the total capital value of Finnish copyright assets. The analysis adds to the understanding of the copyright system´s functioning, and complements the data on the economic contribution of copyright-based industries and direct copyright revenue streams, published earlier in the Finnish Copyright Society’s series of publications.
